What to Look for in an RPO Partner: 7 Questions to Ask Before You Sign

Recruitment process outsourcing (RPO) can change how fast and how well you hire. Handing your recruiting to an outside partner is a big decision, though. The right partner works like an extension of your team. The wrong one adds cost and leaves your hiring managers waiting.

Companies usually start looking at RPO for one of a few reasons:

  • Hiring is spiking after a funding round, a new site or a product launch, and the internal team can’t keep up.
  • The roles are hard to fill. Specialized positions in quality, regulatory, clinical, IT or nursing take recruiters who know the field.
  • Recruiting costs are climbing from agency fees spread across too many vendors.

If any of that sounds familiar, these seven questions will help you tell a true partner from a vendor that just supplies résumés.

1. Do they know your industry?

This is the question that matters most. A recruiter who has filled QA, regulatory or clinical roles knows what GxP experience looks like on a résumé and which certifications matter. A generalist has to learn that on your time.

Ask for examples of roles they have filled in your field in the last year, and who on their team would work your searches. Industry experience shows up as faster shortlists and fewer interviews with candidates who were never a fit.

2. Can they flex to what you need?

RPO isn’t one size. Some companies hand over all recruiting. Others need help with one department, one site or one project, such as staffing a clinical trial or a product launch.

A good partner offers more than one model. They should be able to run end-to-end recruiting, support your existing recruiters, or take on a defined project with a start and end date. Be wary of anyone who only sells one package.

3. Which numbers will they report, and how often?

You should know how your recruiting is performing without having to ask. Agree up front on the metrics and the reporting schedule, for example:

  • Time to submit: how quickly qualified candidates reach the hiring manager
  • Submit-to-interview and interview-to-offer ratios: whether those candidates are actually a fit
  • Fill rate: the share of open roles filled
  • Retention: how many hires are still there at six or twelve months

For reference, Precision averages 48 hours to submit qualified candidates, and 82% of the people we place are still in their roles three years later.

4. How will they treat your candidates?

To candidates, your RPO partner is your company. Slow replies, vague job details or a poor interview experience reflect on your brand, not theirs.

Ask how they keep candidates informed, how fast they follow up after interviews, and how they handle the candidates who aren’t selected. Good partners treat every candidate as a future hire or referral.

5. Will they work inside your systems and process?

An RPO partner should fit how you already hire, not make you rebuild it. Ask whether their recruiters can work in your applicant tracking system, follow your interview steps and use your offer approvals.

Also ask who your day-to-day contact will be. A named account lead who knows your hiring managers by name saves a lot of back-and-forth.

6. How is it priced, and what does the price include?

RPO pricing usually follows one of three models:

Model How it works Best for
Monthly management fee A set fee for a dedicated recruiting team Steady, ongoing hiring
Per hire A fee for each successful placement Uneven or unpredictable hiring
Project-based A fixed scope and price for a defined hiring project Launches, new sites, clinical trial teams

Whichever model you choose, ask exactly what it covers: sourcing, screening, scheduling, offer support and reporting. The cheapest proposal often leaves out steps your team ends up doing anyway.

7. Can they scale up and down with you?

Hiring rarely stays flat. Ask how fast they can add recruiters when you open a new program, and how they scale back when hiring slows, without long notice periods or penalties. A partner with a bench of specialized recruiters can ramp up in weeks rather than months.

Red flags to watch for

  • No examples of roles filled in your industry
  • Vague answers about reporting, or reports only when you ask
  • One fixed package, whatever your needs
  • Long contracts with steep penalties for scaling back
  • A different contact every time you call
